@idonthave always to the NAND dump first. I have a guide for dumping the NAND in one of the spoilers for my previous response. That guide will also set up your flashcart to be able to hack it.

You could probably use NTRBoot to run SafeB9SInstaller and then use GodMode9 to dump the stock firmware (for preservation's sake) and CTRTransfer a regular firmware onto it.

According to this website it seems that this unit requires a CTR Guide Boot cartridge to stop it from directly starting the Louvre app. The system software seems to be very minimal considering the fact that it only boot into the Louvre guide.

It's rare because that 3DS was used as part of an exhibit in the louvre. It was never intended to go outside of the museum.

yeah those sticks can be a pain, a lot of the time you can't change the firmware or do much with them. Sometimes you can mod them and install like Batocera but it's not common.
I had one that the firmware was not able to be changed unless I opened it up and soldered a couple of spots and a wire, but I didn't feel like that so I just bout an Android TV Box
