My bad then, something was stuck in my head that 3.69 and up is no good and it's best to go down to 3.60 or 3.65.

I think the whole trick usually is the reverse. Remove of Act.dat or whatever to make the microSD card "clean" with just games and put it into new PS Vita / PS TV that is SIGNED to an account on Sony part and then the microSD cards gets connected properly and the games can be played again.

My guess is that PSP software no matter how you slice it, wasn't supposed to read "connected to stable power source which is not a battery" so it tries to read anything in this area. PS TV probably reports - intended or not - 90% for the sake of everything that would desperately want to know...

I recall there is one or two video players for Vita as a homebrew. You could probably just skip whole QCMA part, upload the movies to the microSD card and use homebrew to play them with thumbnails as you fit it.

For the first part "yes but actually no" case, depending on the country. In some it will be ok to modify the console as long as you don't use it further for stuff that's illegal. For example modifying to run homebrew will be ok, while modifying to run so called "pirated copies" will not be ok...

3) Vita doesn't have in strict sense "region lock". I think the answer here is "yes" but if someone can confirm/deny it further...
