For vWii, I can confirm that you can change the region and (most) UI to English by editing settings.txt. No idea but the Japanese vWii actually has a built-in English interface. Just edit it as follow and DO NOT touch MPCH and Serno:

That is not a good habit for especially wii with pre 40/60 boards. I have noticed similar reports on other forums.
For now maybe you need U4 (U9?) placed, soldering needed.
Or just buy a black one or any RVL-101 for 40/60 boards.
This is great cause another way for hacking the wii is always good.
But I do not understand the vWii part, that you need HBC to bypass the "Wiiconnect24" part, but since you have HBC already, why bother hacking it again? And for a unmodded vWii, where does the HBC come from? So this means...
AFAIK bluetooth and wifi module are all interchangeble.
Since it is a pre 40/60 board, high chance it is affected by overheating issue. Is wiiconnect24 enabled on standby? i.e. does the lamp turn yellow or red when you power it off?
What kind of file are we talking about? data.bin is compressed, place it on SD like:
\private\wii\title\GAME\data.bin
And play the corresponding game on Wii for once, let it creating save file on NAND, then use savegame GX manager to restore the save.
This is the culprit. Homebrews tend to have issues with non-genuine wiimotes. The wiimote are the one sending signals to the console so even if your classic/pro is genuine, the one sending signal is still not.
Buy a genuine one. Widely available and affordable at your country.
more details needed. R U using a vwii forwarder or running directly under vwii with USB loader?
Anyway if these are out of region games (e.g. running PAL backups on a NTSC-U console), remember to change USB loader's settings.
If using USB loader GX, change the video mode to Disc default
I recall seeing someone saying there are developing units of Wii U somewhere on the forum, these are different and can be hard to mod.
Just stay with commecial sold units.
