1) Apps have to declare they use JIT in order to use it.
2) Apple won't allow emulators that declare JIT to be on the App Store.
3) On iOS 17, JIT is disabled...

I read that Dolphin for iOS needs JIT and JIT has been disabled for iOS 17 (by Apple).

Probably not. It seems to wrap RDP calls to vulkan or dx12, and 3DS doesn't do any of that.
