In Japan, that DLC was pre-order only. It was never re-released for purchase later.
It hasn't been dumped and froid_san and I were unable to get the US and PAL versions to work for this version.
So unless it gets dumped someday, it isn't available.

I wrote that question in the FAQs because I had thought that there might be someone angry at me because I didn't do a version with dub names. Basically, I wanted to discourage someone from taking the patch, only changing the names to dub names and making no other changes, and then re-releasing...

In the text file that stores the names of all the hacking skills, it lists "Code Scan (Lv. 1)" and Code Scan (Lv. 2)"
They each have unique descriptions in the file that stores the descriptions of the hacking skills.
Is Lv. 2 not ever used in either game? It isn't listed on any guides on...

The BUILD folder is empty because nothing's been extracted.
Open MVGL_extract.bms in quickbms to extract the mvgl files.
When I release v2.0, I'll include more detailed instructions concerning the tools.
So, as for Root/Route Access, it's weird.
The graphics and text in the official English releases say Route.
I used Route in my translation and assumed the unused English graphics this version of the game contains also said Route but they don't. They say Root Access. I didn't change the graphics...
It does look like some instances of comic should be manga instead, so I'll search through the text files for those when we're all done. Still, if you see any, feel free to tell me.
In the case of the text that says "Forgot what?" the official translators appear to have had a habit of making that mistake a lot.
It's supposed to be just "?" but they replaced that with "Forgot what?' so if you see the phrase "Forgot what?" it's a mistake.
I explain this in the readme in more detail, but Date's rank is Sergeant so that's correct.
Also, I found the rest of the lines you were talking about in 35 and changed them to plural.
