It's limited to the System VM and the privilige setting is only possible within Dev Mode. Any console that's in developer mode can use it.

Plan not to use DevMode as the first thing I'm doing is dumping games. But I need to bypass setup. Dev Mode isn't a thing everyone has anyway - I have VS 2019 though.
PS: saw thing thing on how to sort of 'bypass' the setup update with MTN 4G? Didn't get it, maybe you need bad WiFi?
